Question:
Has there ever been a model year Rock Shox MAG21 WITHOUT dust seals/covers on top the lowers? Only boots, no dust seals.

Yes. I have a Rockshox repair manual which mentions that some don't have dust seals but have the stanchion boots instead.
 
I recon, that the later RS do have the dust cap, while the first gen. did not have them.

thats gonna turn my assumption to ad-absurdum, cause its other way round, the later have just fork boots instead of dust wipers.

I have a 93 mag 21 and a 95 mag 21. The 93 fork came with dust seals under the boots. The 95 fork only had boots. I did some digging and found this to be correct.

I don't know about the 94 model, however I do know that the 93 fork has steel stanchions, in 94 they switched to gold coloured alloy stanchions and, as per my actual fork, in 95 they switched back to steel again.

They went back to steel in '95 because, while substantially lighter, the alloy stantions were quite soft and felt 'noodly' because of a fair bit of flexing movement.

So its not just me that's put of by the noodles... i've got a Mag21 Sl and whilst it's the plushest retro fork I've ever rode, it sure is flexy as feck... feels like I have to wait a second for the steering to catch up on slow twisty tech sections haha!
