I think the optimal solution is to armour sympathetically existing natural trails and publicize them better. Cheaper than new trail centres too. Get it wrong though, and you end up destroying some nice natural track - this has happened up my way, the Callendar Estate has created a bunch of nice tarmac through the forest which no doubt suits families out for a bimble, but they've lost some nice bits of interesting trail in the process.
An awful lot of the Pentlands could really do with this right now, and I believe Mugdocks is in a bit of a state too.
