It looks tiny, they’ve only just managed to get a trimmed down headtube transfer on there! Not sure about the equipment on it, I know it’s easily changed just seems an odd combo of brakes/rear mech and am I missing something about the bars? Could just have been a stalled build/dry run to check what would fit.

Yes it's small, 19 or 20 inch? That head badge could have been done more elegantly - maybe trimmed to fit around the spears of the lug. That's what I would have done. And, given how small it is, I think it may struggle to get near the estimate?
