Low stack headset options

Hi,

A schoolboy mismeasure of headset stack height has left me with the situation shown in the picture. I can sell the pictured headset on of course but I would like to complete the build with an appropriate era headset. Ideally C-record (like most of the other components on the bike). However, I am yet to find a contemporaneous headset that will allow the steerer to engage with the locknut sufficiently.

What dimension do I need to look for in a headset specification as the 'stack height' doesn't deem to tell the whole story and I suppose locknut heights vary?

Does anyone know any models that will work? The one in the picture is an Athena 38mm stack height and can be threaded on so that the steerer tube is flush with the top (without locknut)

Looks like there is plenty of meat on the head lugs......you can have them milled down to make space for your present headset.

Otherwise it's the usual suspects..Tange Passage / Shimano / Campag Pista ......

Well, provided you've got a headset of the right diameter for your frame, and you can avoid the potential JIS/ISO conflict, except for those few of us sensitive to a change of a fraction of a degree in effective head-angle, or with fag-paper clearance between front tyre and down-tube, stack-height pretty much does tell the whole story. The depth of the locknut- apart from the 'lip' at the top- is part of the stack-height.
You really need to accurately measure the stack-height of the frame, and look for a headset with the same stack-height, or within a millimetre of it, IMO.
 
Been here myself with looking for Campag and have ended up jolly happy with Tange Levin. Not the brand I was after but too many expensive eBay disappointments.
The two things I've vowed to stop sourcing on eBay are pedals and headsets. And I'm on the fence with wheels. Obviously the common theme is that bearings are crucial but once the races are past it then so is the component and sellers provide a description aimed at getting a sale.
