A bit pixelated but I think it just says 'VIKING' in caps:

Most sixties models would have had the model name on the top tube. "VIKING" doesn't compute. The lugs (Nervex Pro?) say 60s but decals say 70s Northern Ireland product. Guess this is a 60s after a "modern respray". Can't see, but is the brake bridge curved? If so, likely a SV. And is there a frame number? That could narrow it down.
