Loose headset cups - Help?

I have several frames where the headtube is machined at each end to fit the cups. It's not unusual.
 
Here a easy fix from Steve Garro
" OK, so here is what you do: take some shears & cut a piece of beer can 1" x 3" out & then cut it into strips 1" x .25" and fold these in 1/2, placing them around the rim of the HT like flower petals, folding them over the edge of the HT all around. Now, start the cup to "seat" the micro shims. now give it a few drops of sleeve retainer, fully press in, cut the edges of the 'petals" off with an exacto & run it for the rest of the frame's life. - Garro. "

The ghetto Knurl job on steel cups also works^ , but this method saves sacrificing a headset.
