During the seventies and eighties frames like this were made in large quantities by Belgian manufacturers like Vaneenooghe in Ruiselede, Dija in Pittem and Martens in Zwevezele. Most were delivered as painted but otherwise unbranded frames to bike shops in Belgium and Holland which would brand them as their own, or with generic decal sets, naming them "Record", "Sprint" or - indeed - "Campione".
Flandria and Superia were also known to supply blank frames, and it may be that they applied those generic decals themselves, but I've never heard of Campione being an official sub-brand of Flandria. Also, my Campione does not look like the typical Flandria-built frame.
