Lacquer on carbon

Morning, haven't done this before so advice needed please. Recent giant Cfm3 purchase, stripped, parts coming in from everywhere (thanks) cleaned etc. There's bubbling on the lacquer, shall I just leave alone or is t-cut an option?
Oh and then there's the issue of servicing the judy sl 1😳😅
 
if it's bubbling, all you can really do is sand it back and re lacquer.

T cut will 'cut' it back and may take off enough to make it passable.
