I think a measured 1” quill stem (25.4mm) is for a 1 1/8” fork, the difference is the fork thickness as the stem goes inside. On an impact headset it has 25.4mm on top indicating stem size versus the headset size.

Hold on...25.4 is 1", so why do you make it 1 1/8" stem?

Quill stems are measured based on the internal diamater of the actual stem quill and not the fork steerer. Therefore a 1" stem would be stamped 22.2 and not 25.4".

Hope this makes sense
