There is nothing in the serial number to show the year of manufacture, but if 436 is indeed a literal serial number, then 1994 is quite possibly correct.
I should say that AndrewL would say that it means that the bike wasn't the 436th Hei Hei but the 436th size 17 Hei Hei. AndrewL is a very knowledgeable man and I don't claim to know for a fact that he is wrong, but I can't see that it is plausible that they would have built 436 size 17 Hei Heis by 1994 having built the first one in 1993. Nobody sells that many titanium frames!
I don't know what the B stands for, but it is usually a code for the factory in which the frame was built. In this case, Titanium Sports of Kennewick, Washington State.
