Take a look at the photos. Whats missing? Is there a piece to the original Kona headset that I’m lacking? It doesn’t look right to me.

The headset looks right to me. Is the fork original to the frame? What size is the frame? Did you measure the steerer length before fitting the fork? From the pic in guessing it’s a 19” frame? Maybe bigger? If it’s a 19” the steerer should be around 162-163mm from the crown race seat to the top of the threads.

Unfortunately the paints quite rough, the forks have had a bad reaction to rust.

Agreed. Just took a look at mine and it's the same. No spacers missing or anything - all good there. The issue would appear to be the steerer is too long.

The locking top nut will hold it all together so it will function (though a properly sized o-ring might help with the sealing if the original seal won't pass the threads.

One solution if you didn't want to cut the steerer (don't blame you, nor would I) would be a quill adapter so you can run a threadless stem, retaining the original headset but allowing you to stick a few spacers under the stem to hide the exposed thread.

Add an ahead spacer between the two parts of the headset. I do this regularly to avoid cutting steerers.

I've done before too, put a spacer between the locknut and the washer that sites above the adjustable top bearing race.

The Kona headsets differ though, in that that the locking mechanism is fixed to the top bearing race so there's nowhere to add the spacer.
