Ask the seller to remove the BB. I would reckon that it could well be seized in there so careful removal is required.

I was suggesting that the BB unit may be seized into the BB shell, not the spindles. The bearings in those old BB are bullet proof. And the reason I thought that it could be seized is this.

1. it is an old bike frame - not always true, but just an indication
2. Why sell the frame with a perfectly good BB still in it?
3. There are chain score marks on the rear stay. This was likely caused by chain suck due to riding in wet muddy conditions.
4. Wet muddy conditions are perfect for seizing in the BB

Hope this helps, the bearings are fitted with Loctite if done correctly and when removed do take some effort depending on how much Loctite was used when installed, I can understand why at this point you may feel they are seized in position.
The bottom bracket shell is sealed in effect when the BB has been fitted, there are no holes in it which would allow moisture from the down or seat tube to enter. There are two holes at the bottom of the shell for the two rivets which secure the cable guide which should be filled with the rivets themselves, I have also found whilst removing the guides that they have had a glue or sealant applied to help give a water tight seal.
Like any job that requires tooling, if you have the right ones its straight forward. ;)
