Being specific, what is missing, or what is supposed to happen, in the rear dropout region?

Blimey. Unless you want a wall hanger the words "Steer" and "Clear" spring to mind. It's missing not only rear dropouts but all cable guides as well as the nearly impossible to find front mech....
