I assume this was for a tandem speed record or hpv racing.
The ground clearance is so minimal and the profile is incredibly low, but it has brakes and gears, so not for the track

That is very interesting. Shot blast it and check for cracks, paint it, get some chains and bearings, 3 tyres and a seat from a racing kart and off you go. There used to be a sportive around Silverstone GP circuit which would be perfect for this. Some of the other circuits are worth looking in to as they have(at least had) various cycling events. I think Thruxton has time trials and possibly goodwood, too. Being off the public road i don't think the same rules apply so you could use this in those tt events.
