Just finished the build tonight. I've overhauled my Judys 1995/6.

They don't seem to rebound all the way, maybe like 5mm(ish) left that I pull up by hand. I replaced the MCUs with Kronos Springs in their lightest weight as I'm a Lightweight myself (60kg & not training at the mo)...

Damper Unit was rebuilt with new Oil & have this on Full (Max Clockwise). Turning the Compression adjusters to wind the Spring does give me more rebound.

Not sure where this is going, I do have the manual for setting sag but wondering what to do with the damper Unit adjustment in the Fork's leg?

Any ideas on tuning it in to your weight/ride style?
 
If they don't rebound up all the way I'd say that the springs are not quite long enough. I've had this problem with both my '97 Judy XC's and also a set of '97 DH's for my brother bike I've just rebuilt.

What I've done is make a small plastic spacer and put it underneath the spring which pads out that extra 5mm and solves the issue I think. I bought a bag of 20mm nylon washers from B&Q and super glued a few together to make the correct height, took 4 or 5 I think. The 20mm diameter was just about perfect the the inner diameter of the tubes.
 
Measure the spring, you may find you need 1/2" or 1" spacer.
But looking at the info it says it just under 7" (and with the end caps will be ~7")

which is the correct length.

Are the stanchions fine?

You may find if you go use them for a bit they (all the leg) will bed and work fine and dandy.

Mine (with other springs) after a clean up did something similar and after a few good miles are perfect.
 
Damper unit.
Set to the middle for now, then go ride on your normal terrain, let everything bed in (see above)

Then during another ride take the allen key with you.
Set to minimum
Ride as you would, don't 'try' and test it, just ride as normal.
Then after a bit set it to max, keep riding.
Feel the difference.
Then guess where you might like it. You now know three positions and adjust it, then keep tweaking to your feel.

Similar thing with the Preload setting (which dials in sag) but it also effects the feel.

On my 95 Judy xc's I used a spring from a 98 tuning kit and 3 original elastomers. This gave me a perfect balance of springyness and compression damping. The cartridge is a Risse unit which was working so left it as it was. Forks are pictured on my Parkpre ti in my Sig below.

Am getting some 5mm Spacers machined today to put under the Spring but will take FC's advice and just ride it first to see if it all beds in?

Stanchions are fine! No corrosion or marking & greased aplenty in the bush areas. (Non Lithium).

I'll post back once I've rode it and see how it's responding.
