Most chromers strip the old chrome using mechanical means, belt sanders and such like which is a no no on bike specialist tubing.

but they also used Vittoria like all the other pro teams at the time, they were not fans of some of the Wolber tubs due to their poor grip in the wet. Don't get hung up on tyres as it will cost you loads of money. Neo pro were an entry level race tub hence the name but they are great for this build. Hope that helps clarify.
