ITM, 3TTT or Cinelli handlebars from early 90s

After a set between 40 and 42cm with double grooves for an early 90s period build. Would ideally like them to be in black bit will consider silver.

But 2cm smaller.

25.8mm clamp - I presume you measure this distance centre to centre across the clamp size of the stem?
