Is a frame fit for 650b or 700c?

Hello,

Currently looking at a frame on eBay which I suspect might be for 650b wheels (french builder, direct mount centre-pull studs etc etc.). However, the seller says it is 700C. Is there any way to know for certain apart from putting a pair of wheels AND brakes in/on the frame??

The French made for both wheel sizes with those brakes.
He says it's 700s - if it isn't, it's not as described so you can have your money back.
 
From the mid 60s most CycloTouriste builders started moving from 650b to 700c. I'm guessing partly due to industry pressure, as the popularity of racing swung against touring and partly as road quality improved and the misconception that skinny and high pressure means faster. So many of the best known French Constructeurs by the 70s were only occasionally building to the smaller size, often for Campuers and Tandems.

What do you want, 650 or 700s?
