Pre 96 if it is a kona, not sure i like the newer graphics on there.

Yeah I was guessing 94/95 (going by the downtube cable routing and canti only dog collar) and yes unusuall paint job not many people out there are brave enough to paint a Ti frame especially a Kona.

Owner seems to be Police Officer or similar so may explain the Blue & White colour scheme

Yes, hard to say for sure if paint is original, though i would like to think the buyer would have chosen a nicer one than that. I wonder if the blue matches the blue used on the stars n bars and other customs.

definetly a similar blue but strange decal choice toptube look gold like 96 and bottom tube are 99 ish but dont look to be original.

With those Cable Stops and Bullet Dropouts, it will be a 1993 to early 1996 Hei Hei - the frame's serial number would be really handy, and enable me to add it to the Kona Titanium Serial Number List.

The Down Tube Decal is the 1999 or 2000 font, but it is difficult to tell if it is the Colour Co-ordinated 1999 version, or the 2000 Glow In The Dark version.

Can anyone make out what is written towards the rear of the Top Tube?

I don't do Social Media, but hopefully someone can drag the Serial Number out of the owner? Just point them at the List, and show them that we merely want it for completeness on this site:

Bullet dropouts for sure and the dog collar cable guide should give some clues to the year (93 cable guide were more commonly black and later years were raw aluminum in colour)

Top tube decal says Kona Kustom or Custom (as picture above)

99/2000 down tube decals look odd in some way no border colour and maybe oversized slightly also the space between the Hei + Hei looks longer than usuall.

I have message the seller regarding the paint job but didnt inquire about serial number as some sellers seem skeptical about sharing this info.

Finally looks like a 19" frame going by the headtube (and no obvious visible headtube badge)

Okay, I am just posting up some pictures for comparison that I have on file:

The 1999 and the 2000 decals are the same font, but as you say there appears to be no colour border on the bike in question.

Edit: As we know there are no 2000 Hei Hei frames, so this is an example of the Glow In The Dark Decal from a 2000 Score - these were the same across all models:

Anyway I still maintain the frame will be a 1993 to early 1996 Hei Hei - Serial Number B19###. The transition to have two brake Cable Stops on the Top Tube was during the 1996 season, and I have examples of both on file.

If you take a look back through the Kona catalogues (or google images) from memory the cable guide/dog collar was black in colour on the 93/94 model hei hei. all later models were silver/grey
