Doesn't look too bad to me. It could be an "owner-specified" refinish - Frank Clements at Orbit/Sirius used to be able to supply just about any decals the customer asked for, within reason.

On the web I could not find any picture of such bikes and therefore any information would be very welcomed.

He still lives in Leicestershire and even in his eighties he remains a very active cyclist
