I like the monochrome. But I don't understand why it needs to be a step through frame. And apparently a fast step through frame.

The dress guard looks dysfunctional in practice too.

This is a triathlon bike and they can do pretty much what they like with frames. I will take a guess that the step through thing is there for saving a bit of time getting on/off as the bike section is in the middle of the event. Also; i will take another guess that maybe, possibly, there is a risk of pulling a muscle/tendon throwing a leg right over the saddle after the swim.

is it a piece on the modern day cycling industry and being "tied" to the major manufacturers by large chain shops, the lack of brakes speaking to the run away nature of it all and the BMX saddle indicating that it could be a wild ride?

I think this is a large part of it, but also AERO, 1 fat tube is better than 2 less fat tubes. And you can fit a bigger bag of haribo in the fat tube with easier access.
 
Triathlon bikes have become very sci-fi -- now with storage space and drink bladders within those big carbon frames.

The downtube on that Cadex has got a massive storage area in it for gels and stuff as well as another storage area lower down that is for tools/spares that is behind a panel. It looks to be a very well thought out thing and i would quite like to have a go on one.
