In a bit of a muddle and can't work it out :?

I made a purchase last night for some bars on here but the payment was refunded twice by the seller stating that paypal was applying a fee for the transaction.
The payment was sent via the usual Paypal Gift like always so assumed that fees do not apply, so the seller gets full amount without anything taken out..

I've never encountered this before either selling or buying so does anyone know why this is happening??

Was the payment from a credit card or your account. You get charged for gifts from CC

Just to inform that i see the error i made which serves me right for being awake at silly o clock.
