Dunno if this product graces UK shelves but what Ive used is called:
White Knight Rust Guard - Epoxy enamel:
Here is the offical blurn c/o back of the can:
"Primes the top coat , transforms any rusty surface into a long lasting finish. Combines epoxy enamel modified resins and anti-corrosion additives to provide excellent durability, adhesion and abrasion resistance".

I bought it 'cause I think it is the only product that we still make here in Australia!!! I have been happy with it and it has proven to be quite easy to apply. I have never spray painted anything before andf I think I've done a good job ableit the conditions (thanks for the quip about my spray booth - at least you cant see the hole in my wife's knickers!)
Don't let people put you off painting your own frame; it is messy, time consuming, possibly bad for your lungs, but far cheaper, more rewarding and satisfying than having some bloke powdercoat it. If you have frame dings, like I did, the only way to do it is on your own 'cause powdercoaters can't paint frames with resin/bog as powdercoating uses a heating process and the resin/bog could potentially melt.
I am a Financial Planner & if i can spray paint a bike frame reasonably well on 1st attempt , as per photo below, I am sure people on this site can. Don't you lot have a firm called British Paints, Bristol Paints, yada yada, painting is inya blood!
