Identify frame maker from serial number

I think I have a frame from the same builder. Ti road/gravel frame with the same WTL beginning on the serial number. Location and font are strikingly similar. I am the third owner, and the story I was told about it was that it was from a small builder that has now closed, supposedly because the frames were too expensive.

Beautiful craftsmanship. I'd love to know who built it.
