Can’t decide if they are too late for a 1999 metalhead build.

I don't think Hope had laser etching in 1999 so you'd be looking for hubs with stickers on, like these.

Yes the sport ones are ideally what I’m after (laced to D521 or D321) but I’ve not been able to find a nice pair unfortunately

Yes I’d agree but unfortunately I can’t help but build period correct to a year either way
