Icaro Extralight 7020 Aluminium Frame

I have a road frame badged a Joe Waugh but I have seen Massi frames that are identical. Frames made from Icaro Extralight 7020 Alloy. Who on earth is Icaro, never heard of them, are/were they ever a respected frame or tubing manufacturer ?
