How would you repair this seat tube?

As you can see from the picture the seat tube is slightly deformed and need to get it back into shape. Its a steel frame and not too far out so hoping some sort of mechanical persuasion will be enough.

put seat clamp/ bolt back on

Tightening the clamp is the mechanical persuasion you need as indicated by LGF above
