Well that’s one way of doing it I guess.
There’s a guy in Chorley who offers this service but he keeps his method secret. I wonder if he has the same machine?

I've just had a seatpost removed by said Chorley chap, but he doesn't let on how. The fact that he can also remove post that are cut-off level with the clamp suggests he may have another or multiple methods.

Big pillar drill and a variety of drill bits would do the trick

I've had 2 seatposts removed by the Chorley chap and he is highly recommended.

As said, he is quite secretive about his methods. He did have a milling machine and pillar drills in his workshop but don't think they're used in the extraction process. One of the posts I got back and there was no sign that it was clamped to pull it out.

He did say that pulling the seatpost out with one of those devices can pull apart delicate frames, other post extraction specialists that use them will send frames to him rather than wrecking frames.
