How do I remove these forks?

Do I need special tools? Forks are carbon ITM.

The starnut in the center does nothing to keep the fork in place, it does when you screw your stem in there.
As mentioned before, a good tap with a rubber hammer does the job. The top bit has a concave ring that keeps it in place.
 
As mentioned, the star nut inside the steerer tube is only used to pull everything together (headset, spacers and stem) and preload the bearings.

The fork just needs a tap on the top of the steerer tube to break the grip the grey plastic compression washer has against the steerer tube. Palm of your hand might do it tbh, but a rubber mallet or soft block of wood, end of a ring pin, anything really.
