But whats the correct amount of seat pin to have sticking out from the frame?

I know its min 2 or 3'' in the frame (or more if a klein/pace  )

I'd normally say one third inside two thirds outside looks right, but really it just depends on the length of your post, how big your ride is and the length of your legs.... all said with no innuendo intended :D

;) I would go the other way and ask what is the correct amount of seatpin to have sticking IN the frame!!
If the top tube reach is correct for your size and riding requirements, then the saddle height ( and therefore seatpost length...) will be dictated by your inside leg measurements....that is why u can get seatposts as long as 450mm...you just have to ensure AS A MINIMUM that you never have the minimum insertion mark visible above the seat tube, and ideally err on the side of sanity and have it a little below; other than that, the amount of seatpost sticking out of the top tube is what is comfortable/ correct for you... :D

I would like to only have 5 or so inches sticking out, but since they don't make many 24" mtb frames I have to have about 7-8 inches of seatpost which looks silly :?

My 17" clockwork has about 7.5" sticking out the frame (excluding the seat clamp) , at least 3" in the frame (i cut a few inches off the end of the post, not a fancy post though), i'm 5'7".

I don't mind seeing a bike with an extra long seatpost, needs must if you are tall, but it bugs me when i see someone riding a large frame bike with the saddle right down :x , seen a guy on a bike in the town the other day, the guy must have been my height maybe less and the oversize alloy frame bike must have been a 20" (bikehut special though), obviously far too big for him as his saddle was right down on the frame
