Hope headset problem

I fitted a Hope split steerer race to a recently bought rigid fork and it wont fit right.As can be seen the race has to be split too much to fit the steerer(look at the gap) and now wont engage with the headset`s bottom bearing.What can be done?

1" race on 1 1/8 steerer?

You sure that's the race and not the compression ring for the top? - the ring that forms a wedge to lock top race under stem/spacers.

That looks like the compression ring for the top to me. The bottom one is a bit beefier and has a rubber seal.

It is the compression ring. I had one in front of me yesterday.
