Help please - 1950s frame - unusual braze on -

Several years ago, I bought this lovely frame. I'm attaching two photos from the original seller.
V-CC input dated it as mid to late 1950s and most likely the work of Bill Gray: http://www.classiclightweights.co.uk/bu ... lders.html

The frame braze on for the gears levers was described as Campagnolo: I haven't seen many like this at all.
It does looks like part of the Gran Sport lever, as in this photo: http://www.hilarystone.com/images/sale% ... /CGS1E.jpg

I'd be grateful for any advice & knowledge shared please: how rare was it to have a downtube braze on like this & why would the frame builder include part of the gear lever onto the frame?

Would it have been common practice to have it painted over?

I found exactly the same (Campagnolo) braze-ons on my Locomotief Tour de France bike of 1961. Not often used and already ahead for its time.
