Help needed with missing cable stop

Hello, I've got a Scott CR1 frame with a missing cable stop on the top tube. Does anyone on here have the skills to make this right. It's a bond and rivet job. Don't have much of a budget for this. Doesn't need to be visually perfect - just effective.
Have attached pics of missing stop area and the one that remains.
