Don't think it's a Kestrel - too swoopy even for them.
Initially, I thought Corima Piuma but a Google search proved me wrong.
I suspect that it's one of the first generic carbon frames produced in the Far East around 2000 - the fork is pretty well identical to one I had a few years ago.
I think they did, and I think they also had an integrated seatpost binder (with an allen key bolt on the side, in front of the seatpost), not an external one like this frame has.
