It is a 52cm or 20.5” ish centre to top. I am 6ft and think the next size up would suit me more as there is a lot of seatpost showing. If you are finding an 18” mtb too big then this will also be too big.

A similar Kona in your ideal size is a definite proposition. Why not throw a wanted ad up on Retrobike once you have an idea of the size issue? Going one size smaller in a Kona will give you some nice standover help.

In my experience, Kona are too long in the top tube… but I am sure it could do just fine.
I have done a fair bit of touring and used a few different bikes for the purpose ranging from any bike I could find to buy locally that would fit me reasonably well, old MTBs converted for the job, and proper touring bikes. I have to say that my favourite and most comfortable bike for long distance riding is my ‘98 Rockhopper. It has some mudguards, 3x9 drivetrain, an ugly steerer extender, decent racks, and a kickstand- easily achievable within your budget. Early Marin frames too seem to be well suited for touring.
Whatever you use, even if not perfect, will provide plenty of joy and memories.
