Actually, the previous owner did this. Basically, what you see there is brake stud posts, screwed into brake stud posts. NO IDEA why he had it like this, I can only think that there was a suspension fork on the bike originally, and when he swapped it out for the rigid, the studs came out with the cantis and he had no knowledge that this wasn't right, so he screwed them right into the studs on the GT and kept going with it like that. I mean, they did function, but look quite crazy.
