Well doesn't look like the original poster is hanging around these parts any longer. I do agree with others that this frame # 7314 is a number typical of the Putney shop numbering system in which first 2 digits represented date. Must be a '73 shop build.
Came across this interesting "Shop" catalog page. I do wonder if frame is a Chronometro Time Trial frame. (Not the fillet brazed ultalite) The '74 catalogue describes it as having chain stays butted into seat tube one inch below seat lug. It is described as having long spear point lugs altho picture is poor and difficult to tell if Prugant I lugs as OP's frame has. However catalogue describes drilled spearpoints on lugs which this frame doesn't have. OP frame does have tight clearances. I haven't been able to find better pics of a Shop Chronometro model. I wonder?
