Help identifying bike model and repair suggestions

Hello! I'm new here, and I wasn't sure where to post it, but let me know if that's the wrong place.

A friend recently left the country, and left us her old bike. I'm thinking of fixing it up for my partner, and would appreciate identifying which model it is, and any other tips. As you can see from the images it's in a pretty sorry state. I'm thinking of:

* Strip the paint, remove the rust and repaint after
* Change the break pads
* Rewrap the handlebar
*
 
Somehow I managed to post this before I completed my message...

* Change the pedals
* Potentially change the tires
* The break levers (not sure how they're called) - are pretty loose - not sure if I can fix them up
* Not sure if the callipers need changing also

The bike had gears at some point, but now they're removed.

It's quite a basic bike to spend a lot of time on - but if you're happy then it's no problem.

I think you'll find the brakes are inadequate for the gearing and riding position.

An "allround" bar would probably work better, although you might need to replace the brake levers and possibly cables too - in which case a narrow mtb riser work work well, although it's hard to find inexpensive used mtb brake levers for short-pull cables.
v-brake levers won't work with the calipers.

The paint doesn't look too bad, and the colour has vintage charm.

Id suggest you clean the frame up and touch the paint in, then see where you're at.
The bar/brake levers/cables/grips change could set you back £30 or more, but I think your partner might prefer it - it would be more "usable"👍
If it shows promise, you could reinstate some gears.
