Help Identifying a Raleigh Frame

Sorry for the poor quality photo

Does anybody know what model this Raleigh is?

I only have this pic, I don't have the frame.

Looks 1980s, no spider cranks, no Reynolds decals so I'm guessing 18-23 Hi-ten

It's a Pulsar - from memory it was made from 18-30.

So 18-30 is still hi-ten steel as well as a Holiday brochure.
