Help identify this bike

Looks like early 1960s, typically french. What small frame builders were active in SW France, Biarritz or Bayonne.

I wpuld suspect the frame to be a top quality to have the class of equipment.

Hi, I can only offer a possible clue, I own an Elvish, a respected seller/builder from Pau, they did produce a lot of bikes, and have a long history. The serial number of my late 60's mid range Elvish https://www.flickr.com/photos/tk_photos ... 1390389863 that needs a tidy, is in the sam'ish position but with different two Alpha leading numbers ( Model ? ), just a possible. Terry
 
Looks like mid-late 1960's Rochet, typically french Randonneur style. Components and Philippe stem are certainly from the middle 60's period.

Clamp on the seat pin just looks like the owners name "Maurice Labrouche" and his address, not related to the builder. Any shot of the headtube? Holes left for a badge might give a clue.

I do not see anything in the head tube.

I have another similar one but the rear stays union is like Peugeot.

Well no headbadge holes in head tubes means it had a transfer decal instead. That rules out Rochet.
