Its looking like it could well be one of the last Reynolds 653 tubed frames built (653 was available from around 1985 to 1995) and was a kind of mixed tube set with the main tubes 653, the forks are 531 and the rear stays are 753. I'm starting to think the 95 at the end of the frame number is 1995.
653 itself as a tube set seems to have a lot of debate and discussion on the net as it seems to a kind of "Reynolds Concept"
