I agree that all the braze-on parts points to late 1970s at the earliest, more likely 80s.

I have been Googling obscure frame builders until I have pictures and names coming out of my ears, but with no luck.
Despite so much pointing to Italy, I came up with nothing there. I thought I would be lucky there because so few Italian builders used Reynolds tubing. But that didn't work out.
Next I looked at the French makers, hoping to find someone who used that unusual seat post clamp arrangement, but again no luck with an ID.
I'm pretty sure it is not one of the big names because they stamped their logos absolutely everywhere!
Currently I'm sifting Belgian makers with my fingers crossed.........
