I'ts picture of bb of F.W. Evans, when I was restoring mine I've done some research of the brand. It's from this website: http://www.bikebrothers.co.uk/evans_davidfossard.htm and here are all the bikes: http://www.bikebrothers.co.uk/evans.htm Rear dropouts are Agrati as far as I can judge from this pictures. But on the other hand I don't remember seeing any Evans with wrapover seatstays.
And oil port in the bb - I have similar on my bike as well. There's a nut brazed on top of the hole and I have bolt that closes it. My serial number is 344 (on bb and fork steereer tube) the other number (110) is added recently during repair and restoration.
