Inside edge to very end is the normal way to measure afaik.
(though both ways will be within tolerance)

Measure spokes? well if the rim diameter is the same then it will be lacing to the same point so no.
But you may as well double check and measure them.
Should be
266mm length (assuming FD-M737 32hole to Mavic 220 rim)
according to SpoCalc
According to spocalc,
Mavic XM317 needs the same length.
