Help and if possible advice about changing bolts on old stem

I need help with something. If possible ofcourse...

I need to replace the 2 bolts on the stem on my old Kona Lava Dome from 1995. It´s a Velocity original stem with 2 bolts holding the handlebar in the front... What size are those bolts called and is it possible to buy them new? I have measured the head, i.e on top from left to right and its 10 mm... and the total length including the head on the length is 25 mm and 19 mm excluding the head if I only measuring the threads on the screw...

I have tried to look on Ebay for new screws and bolts, but I dont know what to look for to get right dimensions and even if its possible to find...

I also have another bike with a Tange threaded stem bolt which is 13 mm on top from left to right and has a total length of 29 mm and if I only measuring the screw without the head and only threads its 20 mm.

Any advice on where to find these screws/bolts please.
 
The Bolt size for this is measure from the thread on to under the bolt head.
The diameter is the diameter over the threads, it'll probably be a fraction less so say 4.9mm would be a 5mm diameter bolt, also know as an M5 (Metric 5mm)

so it means a bolt for my Kona stem would be M6.... and for the Tange stem M8 because that bolt on the Tange seems to be 13 mm and little bigger.... Or am I wrong?
 
bear in mind that the bolts on stems are usually high tensile - stainless steel bolts are probably half that.
