I think it's a 94. The photos are really poor, aren't they, but the colours on the spiral look the same as on your Explosif. Note that it has the shorter seat tube extension characteristic of Hei Heis from 1994-96. If you compare the head tube to yours, I think you'll see that it's a couple of cm longer, which indicates that it's a size 19 not an 18 as stated (17/18 have 11cm, 19 has 13cm). I told you most owners don't know the size of their bike!

Whether it's worth $1,200 depends on the condition of the parts. The frame would be worth c$900 over here, but e.g., do the Judys work? Most don't and they can't be fixed any longer. The ti stem is worth a fair bit, ditto the XTR stuff if it's in good condition. Maybe talk him down a bit, but I reckon you won't go far wrong for that money.

Incidentally, if it has bullet-ended stays where they meet the dropouts, that indicates it's 94 or later and made by TST/Sandvic. Earlier Hei Heis without bullets were made by Merlin.
