Any fitness tracker will do that. they read every 3 minutes normally. I like my Amazfit GTS2, so much so that my wife and son now have one. it's about 60 quid at the moment.
other cheap option is a xiaomi band for 30 ish notes. both need an app, but work just fine, the amazfit does a bit more.

or you could spend a small fortune on a Garmin or Apple product, you take you chance, you pay you price.
 
I've got an older Garmin fitness watch I'm not looking a lot for. If it may be of interest I can send some details and pics.
 
The one I thought I had I may have sold. I may still have a new Garmin smart watch though. Will take a look.

I also have an older smart watch, a vector lunar. It was ace bitd, 30 day battery life as had a black and white screen. Fitbit bought the company out sadly.

The watch still works and has basic functions like heart rate etc. Can be controlled by an app but depends on your phone as to whether it will work (newer apples don't apparently).

I'll get back to you once I've figured out what I have. The Garmin I have is only a couple of years old iirc, but new. I bought two, one for me as a backup to my Samsung one, as it's sleeker than the bulky Samsung, the other was intended for my son but he doesn't wear watches so it's never been used.
 
If you're keen on measuring your HR throughout the day, it would be better not to have a monitor that requires a chest strap. Newer models don't need one and are more practical for all-day use.
 
I can post a series 3 Apple Watch for £35ish given the condition, it’ll never have the water resistance as original as the screen needs gluing back down in the corners - so I use a case. Functions and I think the battery lasts a day without exercise (needs an additional charge for a good ride), I’ll dig it out and test it tomorrow if interested.

As novocaine says you take your chance as the old tech might not have much life left, I was going to replace the battery and proper glue and sell for £50. My cellular on it worked with Three last month, but of course 3G is being switched off this year.
