For the fork crown I use a piece of plastic plumbing pipe longer than the steerer and whack it with a hammer.

I have just fitted my first headset using one of these, pretty easy really, just take your time. Again, just take your time with the crown race, I used an old crown race on top of the new one and gently tapped it into place using a flat blade screw driver and rubber mallet, easy!
