Head badge ID

Can anybody ID this single speed rod brake thing? Made in England on handlebars, Williams chain ring, remains of painted on head badge which includes an M. Thank you

Generic cheap roadster, probably post war. If it has 3 speed hub the date should be visible, if the wheel is original.

Up to the mid fifties frames like this were frequently made for own name retailers.

Components often supplied by Phillips or Radnalls.
