Having an issue seating my crown race

I have a 1976 Gios Super Record and a new Campagnolo Record 1" threaded headset. I both cups installed in the frame, but the crown race refuses to seat. When it does it seats on crooked. no matter how much grease and work I put into getting this seated. I did notice that the frame is cut for a 26.4mm crown race, but the Campagnolo has an ID of 24.2mm I've never seen a 24.2mm crown race with that diameter. Aside from spending another $100 on a new headset, what are my options?

You are hammering it on aren't you? It's not like modern headsets, where everything just slides on. The dedicated tool looks something like this

Also I can't find just the Campy crown race without buying an entire new headset. It's the last model 2000's era 1" threaded headset.

Post a photo of the race, along with o.d. and I can look in the shop crown race drawer - another retrobiker may be able to help also.
 
As far as I'm aware, with the exception of the awful 'hiddenset' headsets all 1" Campag headsets from that time (both threaded and unthreaded) used exactly the same 26.4mm crown race, so I doubt they made any with a different i.d. and if they did they'd list seat cutters in different diameters but all I can find are 26.4mm.
 
Ok disregard there is a issue with my calipers. I used another set and verified that both are 26.4mm. I still had a very tough time seating the race so I chucked the fork in my lathe and took off .004" of material and the race seated with a few swift blows.
